While not FIA sanctioned it sort of happened in the late 90s with the Supertec engines. I seem to remember Bernie put a deal together to supply lower teams with a cost effective engine. It hamstrung the teams that used it because it wasn't developed at the rate the top engines. I'd expect that to be the case with a generic FIA unit.
At least with back of the grid teams using top engines it keeps them reasonably in contention and they can pick up the odd point here and there. I quite like it as it keeps the works teams honest - Red Bull are pissing all over Renault from a great height with the same engine. That's a motivator for Renault. The problem is the distribution of the money in F1 and Ferarri's 'grandee' status. Perhaps Liberty will be brave enough to force the changes there?

I reckon McLaren will ditch Honda and go for Merc engines. I cannot see Ferrari supplying them.
Honda needs to face the fact that they've failed dismally this time around, and it won't be long before we hear the sound of hara-kiri swords being sharpened.
They are a genuine manufacturer/factory team and to not use their own engines is like Ferrari using Renault. It will happen soon enough. (But probably not soon enough).
Another successful test for Kubica and he's probably going to test this year's car in Hungary in 2 weeks. Surely it's only a matter of time before he's announced as a full driver for 2018. Who'd have thought it? I'll be very very happy for him if he makes it.
If he does it and somehow manages a title he'll be a legend...
