There can be a difference - and it's not always subtle. There is a good reason why it should be so - the capacitance of the cable is well within the range where it makes a measurable and easily audible difference to the frequency response of a passive electric guitar, because the output impedance of the guitar is so high. It's essentially exactly the same as a second tone control turned down, although with a smaller cap value.
But it is only the capacitance that matters, and it's directly dependent on length as well as the quality of the cable - so if you want a clearer sound, it's often as effective to use a shorter cable than a better quality one, assuming you don't actually need the extra length. One reason curly cables tend to roll off top-end so much is because they're actually very long - a typical "10-foot" one is actually about 30 feet of cable.

Fender really need to know why their cables are no good - it would be easy for them to fix, if only they used decent plugs on them. The cable itself is actually very good, and I've repaired a lot of them by fitting Neutrik plugs - which is quite difficult, but does a great job. Even standard Switchcraft plugs would be better than the junk they use...
