Actually, the rules are clear. 

Rule 2 covers members and any group of people (politicians included) - thus both are unacceptable.

What is important is that posts that contravene the rules are flagged. As volunteers the modmin team can’t read everything. How we act/react to flags is laid down in our own moderation policy and we will act accordingly.

It’s a bit more complex than that - we consider context, intention, and a whole host of other factors. It has nothing to do with who flagged it at all.
